Richard R. Tulner is the founder of Tulner Oceans Ltd, which is a fully bondable multi-dimensional construction company based in London, United Kingdom  Tulner was established in 2005.  Since then Tulner Oceans has expanded their operations into a company that demonstrates an ability to undertake diverse projects, providing heavy equipment and aggregate production for the public and private sectors.  Tulner has provided services to a wide range of clients that include: The Ministry of Transportation, Ministry of Forests, Marine Engineering, Department of Fisheries and Oceans, Oil Rig Construction,  Huckleberry Mines to name a few.
